Alcohol Policy...No alcohol is to be brought in by client. Client must purchase all alcohol through the Decatur Civic Center/Chisholm Trail Club. There is a $55.00 bar set up fee for a cash bar, which will be waived if bar exceeds $400.00. All questions concerning alcohol can be discussed with Director.

Automobiles...
Automobiles will not be permitted inside the building unless written authorization has been given. In the event any automobile is for display, all fire regulations pertaining to exhibits must be strictly adhered to. Protective material must be used to cover carpeted areas from building entry point to display point. Under carriage protection for old and late model automobiles must be used at all times.

Banners, Posters, Signs...
These items are prohibited for distribution either inside or outside of the facility. No signs, fliers, or banners may be hung with adhesives or adhesive tape on inside or outside walls.

Building Disfiguration...No holes may be drilled, cored or punched in the building. Painting is prohibited anywhere on premises. In any instance where there is a risk of damage to carpeting, a protective coating, such as plastic, must be used. Lessee is responsible for the repair or replacement of any damage or disfiguration to the facility.

Cancellation Policy...Notification of cancellation of an event must be received no later than 60 (business) days prior to the event date to receive 1/2 room rental back. If event is cancelled and has been planned extensively, then a wedding coordination fee will be assessed. Notification of cancellation received after this deadline will result in a forfeiture of the entire contracted amount.

Catering/Food...Beginning November 1, 2007, no individual is allowed to bring food into the facility unless provided by a Licensed Caterer. The Caterer is required to provide a current Health Permit along with a copy of insurance showing Decatur Civic Center as additional insured. All questions concerning this matter can be discussed with the Director of the Decatur Civic Center.

Cleaning...The lessee shall leave the facility in the same clean condition in which it took possession. All trash shall be removed immediately to the outside dumpster after the event is over. The time it takes to clean the leased area is part of the event time and if more time is needed an additional fee will be charged. Any cleaning performed by the Decatur Civic Center will be billed to lessee. Trash bags will be furnished by the Center. All trash receptacles must have trash bags inside at all times.

Concerts... All outdoor concerts will be charged at normal GH rate pricing. All outdoor concerts require the rental of Port-a-potties. No indoor bathroom access will be allowed. Any exceptions will be at the Civic Center Directors discretion.

Confetti...Throwing rice, confetti and rose petals is prohibited anywhere on the Center premises. The use of sparklers is also prohibited. The throwing of birdseed is allowed, but must be restricted to outside areas only. Deposit will be lost if a violation of this policy occurs.

Connecting to Electrical or Other Systems...
You must have written permission from the Director of the Decatur Civic Center to connect to any Center electrical or communication system. Lessee will be responsible for having a licensed technician to make connection and disconnection. All electrical equipment must be U.L. approved. Accessibility to equipment rooms and utility boxes is prohibited without authorization from a facility official.

Contractor Requirements...It shall be the responsibility of the lessee to submit to the Director of the Decatur Civic Center, in writing no later than 30 days prior to the first move-in day, a list of the service contractors the lessee intends on using. All contractors must be properly licensed and permitted before they can enter the Center. A contractor's certificate of insurance must be on file at the Decatur Civic Center.

Cooking...The cooking of any items outside the kitchen area is prohibited unless special permission has been granted in writing from the Director of the Decatur Civic Center.

Exit Doors...A 10' clearance on both sides (egress and ingress) with no physical obstruction must be maintained at all times. All exit doors must remain unlocked during all show hours.

Event Accessibility...The Decatur Civic Center Staff must have complete accessibility to all meeting space, kitchen areas, corridors and hallways before, during and after all events. The Director of the Center must grant in writing any exclusivity to any area.

Flammable Materials...Flammable liquids such as, but not limited to, gasoline, kerosene, bottled gas and oil are not permitted inside the Civic Center. All such materials including materials under high pressure are prohibited unless approved in writing by the Decatur Fire Department and the Director of the Decatur Civic Center.

Floor Plans...A floor plan layout must be submitted and approved allowing adequate aisle space as allowed by the Fire Marshall, a minimum of 30 days prior to the first day of set-up. Exit signs and fire hose cabinets must remain visible at all times.

Freight...All pre-event freight must be signed for by the lessee or designated person. Lessee or designated person must send all post event freight out of the Center. Any freight left in the leased space after the leased time will be stored by the Civic Center Staff and be charged a storage fee of $100.00 per day. The Decatur Civic Center will not be held liable for any pre or post event freight.

Hanging and Ceiling Rigging...Nothing may be hung, attached to or suspended from any part of the building without the express written consent of the Director of the Decatur Civic Center.

Insurance Requirements...If the Director of the Decatur Civic Center determines a possible need for insurance due to the number of participants or the activity of an event, the lessee will provide or see that there is provided to the Decatur Civic Center management, a certificate of insurance proving that the lessee has in force and effect insurance as follows (all of which shall show the City of Decatur and the Decatur Civic Center as an additional insured):

A. Workers compensation insurance as required by law.

B. Employers liability insurance in an aggregate amount of not less than:

C. Texas and/or all state's endorsement attached.

D. Comprehensive general liability insurance, including products and liquor liability with
not less than the following limits:

$ 50,000.00 Fire Legal Liability
$ 5,000.00 Premises Medical Payments

E. Automobile liability insurance with no limits of not less than $500,000.00 combined
single limit.

F. An umbrella liability insurance policy with limits of at least $1,000,000.00 in excess of the primary policies.

Inventory...The facility rental fee does not include any equipment. Equipment rentals, set-ups and removals are outlined on the attached rate sheets.

Music Franchise Fee...Lessee is responsible for paying any fees directly to ASCAP/BMI.

Outdoor Signage...All outdoor signage, including but not limited to, banners, balloons and inflatable devices must have written permission from the Civic Center Director.

Parking Lot...The parking lot may not be used for commercial exhibits, displays, promotions, and etc. without written consent of the Director of the Decatur Civic Center. If permission is granted the lessee must not drill, bore and/or punch any type of hole in the surface of the parking lot. Lessee will also leave the parking lot area clean and all trash removed. Any damage to the landscaping in and around the parking lot will be replaced at the cost of the lessee.

Permits...It is the ultimate responsibility of the lessee to obtain the necessary permits/permission for their event. This includes, but is not limited to, health permits, pyrotechnics, music licensing, Civic Center approvals, etc.

Portable Walls/Freight Doors...Decatur Civic Center personnel are solely authorized to move portable walls, open and close freight doors, turn on lights, change thermostat settings or unlock doors. Lessee must provide written notice in advance of the time these items are to be utilized.

Rental Times...All events are based on an 8 hr. day rental (See rental rates and fees). Additional time may be purchased for $75.00 per each hour and must be paid in advance.

Security...All security used in the facility will be acquired through the Decatur Police Department and will be coordinated by the Event Service Manager and Lessee. The Civic Center Director reserves the right to determine if police security is required during a scheduled activity. The Civic Center Director along with the Decatur Police Department will determine the number of officers, hours and duties of officers. The Lessee is responsible for this expense and will pay the Decatur Police Department directly at a rate of $25.00 an hour, per officer.

Optional (For Gun Shows Only)...Firearms and handguns are prohibited in all areas of the Decatur Civic Center except at space rented for a Gun Show and along routes designated to and from a Gun Show. Firearms and hanguns are prohibited in all other areas and events of the Decatur Civic Center. Individuals possessing a firearm or handgun must leave the premises immediately upon exiting the Gun Show. The firearms and handguns must remain unloaded at all times. This does not apply to licensed peace officers or individuals licensed under Art.2.122 of the Texas Code of Criminal Procedure.
ALL GUN SHOWS MUST COMPLY WITH THE FOLLOWING RULES:
*Security must be present during setup of event to check weapons.
*All weapons must be unloaded. Security will check to make sure of this.
*Trigger mechanisms must be secured with tie wraps or similar devices.
*All weapons must be checked at the door before entering and exiting the building.
*Persons under eighteen (18) years of age WILL NOT be admitted without an adult.
*All persons must be eighteen (18) years of age or older to purchase tickets whether or not accompanied by an adult.
*Uniformed police officers must be present during hours of operation of Gun Show.

Tobacco...The building is a tobacco/smoking free facility.

Storage...Lessee may not store equipment of any kind in or on the grounds without written permission from the Director of the Decatur Civic Center. Lessee must have all rented items moved out.

Tickets...Lessee is responsible for furnishing all tickets and for advance and performance date sale of tickets. Lessee shall not, under any circumstances, print more tickets for any one performance than there are seats available.

NOTE...The Director of the Decatur Civic Center shall have the final discretion over disputes regarding rates, rules and regulations.
